$100 Scarecrow Sponsorship Includes:
-One metal post with concrete base
-Custom Signage
-4ft x 4ft space in Downtown Russellville

General Information & Guidelines:

Materials & Design
Scarecrows MUST BE durable and all decorations securely attached as they will be subject to weather. Please construct with weather-resistant materials.

• The Franklin County Chamber reserves the right to remove any offensive displays and discard without refund. Which includes but is not limited to political or inflammatory images.

• No edible decorations are allowed. Decorations MUST be appropriate for all ages.

• The Franklin County Chamber will supply the metal post with a concrete base for holding each scarecrow. Posts are approximately six feet tall.

• Scarecrow maximum area is 4ft x 4ft. Please keep your scarecrow within your assigned area.

• Bring your scarecrow ready to place/secure; space is limited for complete assembly due to business hours of Downtown Businesses and Offices.

• Design your scarecrow so that you can attach it to the frame at the ankles, waist, and shoulders. Secure your scarecrow with zip ties, large safety pins, or staples. Clear tape will not hold up to weather, but electrical or duct tape works well.

• Shredded paper, straw, newspapers, & water-soluble packing peanuts may be used as scarecrow packing material. However, please place these items in plastic bags before stuffing your scarecrow.

• Participants are responsible for supplying all materials for their scarecrow including materials to secure the scarecrow.

• HAY AND/OR HAY BALES ARE NOT PERMITTED AS PART OF YOUR DISPLAY.

• Whole pumpkins are permitted in your display, however, carved pumpkins are NOT PERMITTED. Plastic Jack-O-Lanterns may be used instead.

• Scarecrow design and type are completely up to the participants but MUST BE family friendly.

• The Franklin County Chamber is not responsible for replacing or reaffixing your scarecrow.

• The Franklin County Chamber is not responsible for any items that are lost, stolen, or damaged. Items that are especially attractive to theft are not to be used.

• The Franklin County Chamber is not responsible for any items that are not cleaned up by the deadline.

• Branded material from your company, organization, business, or group are welcome. However, large banners or signs are not allowed. The Chamber reserves the right to discuss any changes to be made regarding signs.

• Electricity for lighting is not available. However, battery operated, outdoor lighting is allowed. We reserve the right to remove any lighting that does not follow these guidelines.

• Scarecrow ASSEMBLY begins Downtown on Sunday, September 27th at 2 PM – Thursday, October 1st at 2 PM.

• The Pumpkin Palooza Scarecrow Trail will be open to the public from Saturday, October 3rd until Saturday, October 24th.

*Sponsors are welcome to set up with their Scarecrows and distribute goodies to visitors during our Pumpkin Palooza kick-off event on Saturday, October 3rd, from 10 AM – 2 PM.

• CLEANUP/REMOVAL will begin on Sunday, October 25th, at 2 PM – Wednesday, October 28th at 2 PM. Any items, materials, decorations left will be disposed of properly after 2 p.m. on October 28th.

PUMPKIN PALOOZA SCARECROW TRAIL SCHEDULE:

ASSEMBLY:
Sunday, September 27th at 2 PM – Thursday, October 1st at 2 PM.

TRAIL OPEN TO PUBLIC:
Saturday, October 3rd – Saturday, October 24th

PUMPKIN PALOOZA:

Saturday, October 3rd, 10 AM – 2 PM

Pumpkin Palooza is the official “kick-off” party to celebrate the opening of the Scarecrow Trail.
*Sponsors are welcome to set up with their Scarecrows and distribute goodies to visitors during our kick-off event on Saturday, October 3rd, from 10 AM – 2 PM.

CLEANUP/REMOVAL:
Sunday, October 25th at 2 PM – Wednesday, October 28th at 2 PM.

*Any items left will be disposed of after 2 p.m. on October 28th.

• Deadline for Scarecrow Sponsorship is Friday, September 18th by 4:00 PM.

WAIVER OF LIABILITY

PLEASE READ THE FOLLOWING BEFORE COMPLETING YOUR ENTRY

This agreement releases the Franklin County Chamber of Commerce from all liability relating to injuries that may occur during the “Pumpkin Palooza Scarecrow Trail” event being held on the public streets & sidewalks located within the city limits of the City of Russellville. By signing this agreement, I agree to hold the Franklin County Chamber entirely free from any liability, including financial responsibility for injuries incurred, regardless of whether injuries are caused by negligence.

I also acknowledge the risks involved in “Pumpkin Palooza Scarecrow Trail.” These include but are not limited to damage and theft of decorations, personal property damage, hazards that develop within displays, stability, and collapse of additional structures or decoration within assigned area, welfare of live props, vandalism, and acts of bad weather. I agree that I am participating voluntarily, and that all risks have been made clear to me. Additionally, I do not have any conditions that will increase my likelihood of experiencing injuries while engaging in this activity and hosting or decorating of select areas.

In addition, I have read and acknowledged the deadlines for scarecrow setup and clean up. I understand that if my items are not cleaned up by the deadline, they will be disposed of.

By signing below, I forfeit all right to bring a suit, mediation, or complaint against the Franklin County Chamber of Commerce for any reason. I understand that space assignments are at the discretion of the Franklin County Chamber of Commerce after completed application and payments are received. Signage will be provided to mark my scarecrow space for the duration of the event, as well as written guidelines for decorating my scarecrow. By signing, I am agreeing to make every effort to obey safety precautions as listed in writing and include in my application/sponsorship packet. I will agree to ask the appropriate person for clarification of guidelines when needed.

ASSEMBLY INFORMATION

Scarecrow placement will be PRE-ASSIGNED by the Chamber. You will receive an email prior to the assembly start date with your placement # assignment and a map with placement # locations.

Placement #s will be written on duct tape and placed on the sidewalks. THIS IS YOUR PLACEMENT ASSIGNMENT. Your custom signage will be zip tied to a neighboring street light.

Please be mindful of the sidewalk and how close cars park to the curb. Make sure your scarecrow display is not too close to the edge of the curb in front of parking spots. We do not want to interfere with downtown parking.
